Procurement Services

The DuPage Airport Authority Procurement Department assists all Airport Authority departments with the purchase of goods and services in compliance with the Illinois Compiled Statutes and the DuPage Airport Authority Procurement Code.

Small-Dollar Procurements (Under $30,000)

Procurements up to and including $29,999.99 require a minimum of three (3) quotations.

Formal Procurements (Over $30,000)

Procurements with an estimated value of more than $30,000 are publicly advertised and conducted through formal bidding procedures. Formal solicitations exceeding $30,000 are posted on this website and advertised in the Daily Herald newspaper.

Illinois Prevailing Wage Act

For all contracts classified as “construction” or “public works,” as defined in the Illinois Prevailing Wage Act (820 ILCS 130/0.01 et seq.) (the “Act”), the Contractor shall pay no less than the prevailing rate of wages as determined by the Illinois Department of Labor to all workers, mechanics, laborers, and others employed on the project. 

The Illinois Department of Labor periodically revises the prevailing wage rates for the various trades. Current prevailing wage rates are available on the Illinois Department of Labor’s official website. 

The Contractor shall timely submit certified payroll records and all other information required by the Prevailing Wage Act through the Illinois Department of Labor’s Prevailing Wage Portal and shall fully comply with all requirements of the Act. The Contractor shall also require all Authority-approved subcontractors and lower-tier subcontractors to comply with these requirements.

Approved Joint Purchasing Contracts

The DuPage Airport Authority may make purchases through contracts awarded by joint purchasing alliances of which the Authority is a member, or becomes a member, provided the contracts were formally competed by the alliance or participating governmental entity, including, without limitation, DuPage County. 

Use of contracts approved by a joint purchasing agency or a governmental agency participating in the joint purchasing alliance (for example, contracts approved by DuPage County) is permitted but not required. 

The DuPage Airport Authority currently recognizes the following joint purchasing contracts: 

• General Services Administration (GSA) 
• Sourcewell 
• OMNIA Partners 
• State of Illinois 

Why the DuPage Airport Authority Uses Joint Purchasing Agreements 

To ensure responsible stewardship of taxpayer dollars, the DuPage Airport Authority Procurement Department evaluates the use of joint purchasing agreements when appropriate. These agreements allow the Authority to benefit from competitively awarded contracts established through collaborative purchasing efforts. 

The Procurement Department may utilize joint purchasing agreements in the following circumstances: 

• Cost Effectiveness: When market research demonstrates that the economies of scale provided through a joint purchasing agreement offer the most cost-effective procurement option. 
• Time Efficiency: When project timelines are critical, joint purchasing agreements can reduce acquisition time by a minimum of 30 days compared to issuing a formal Invitation to Bid. 
• Best Value: When re-bidding through the Authority’s Procurement Services is unlikely to result in additional value or cost savings. 

The Procurement Department only utilizes joint purchasing agreements that meet or exceed all applicable state and local government procurement requirements.

Responsibility of Bidders or Offerors

For contracts classified as “construction” or “public works” under the Prevailing Wage Act (820 ILCS 130/1 et seq.), all Bidders or Offerors must comply with DuPage Airport Authority Procurement Code Section 6-26, Responsibility of Bidders. 

This includes participation in active apprenticeship and training programs that are approved and registered with the U.S. Department of Labor’s Office of Apprenticeship for each applicable trade contemplated under the awarded contract.
